Indian Development Assistance in Afghanistan

Whether the Government has received any request from Afghanistan for supplying military hardware such as artillery guns, military transport planes and engineering equipments?

  • Under the Strategic Partnership Agreement (SPA), signed in October, 2011 between India and Afghanistan.

  • India has committed to assist, as mutually determined, in the training, equipping and capacity building programmes for Afghan National Security Forces.
  • India will provide military assistance to Afghanistan as per the requests received from the Afghan authorities from time to time and based on India’s capacity.

The year-wise expenditure incurred on assistance to Afghanistan in the last three years is as under: Rs 490.96 cr (2012-13), Rs 585.31 cr (2013-14), Rs 723.52 cr (2014-15)

  • Construction of 220 kV Transmission Line from Pul-e-Khumri to Kabul
  • Reconstruction and completion of Salma Dam Power Project (42 MW) in Herat Province

  • Donation of 1.1 million MT of wheat to Afghanistan
  • Restoration of Stor Palace in Kabul
  • Scholarship Scheme for 1000 Afghan for pursuing undergrad & higher studies
  • Fellowship programme for Afghan students through ICAR
  • Cooperation for Mining Institute in Afghanistan
  • Setting up an Agriculture University (ANASTU) in Kandahar
  • Capacity building programmes for Afghan National Defense & Security Forces (ANDSF)
  • Capacity building programmes for Afghan civil servants in India
  • Medical treatment for ANDSF personnel in India

  • The number of Indians currently residing in war-torn Afghanistan: over 2500
  • The estimates, based on the Indian nationals registered with the Missions/ Posts and other sources, are that there are over 2,500 Indians in Afghanistan

  • There have been terrorist attacks on the Indian Embassy/ Consulate situated in Pakistan and Afghanistan in the year 2016
  • The Consulate General of India in Mazar-e-Sharif in Balkh Province of Afghanistan was attacked by terrorists on January 3, 2016.
  • The Consulate General of India in Jalalabad in Nangarhar Province of Afghanistan was similarly attacked by terrorists on March 2, 2016.
